    • 此概念是不明確的(Wilson, 1981)

  • 創造需求的情境，也許被稱為問題(problem, 困境？)
    • 經驗(empirical)資訊科學，以問題解決(problem-solving)程序，連到「困境(problem)」。此處的假定為：
      • 存在一個以目的理性(M. Weber)行動的問題解決者
      • 存在一個可被充分描述其元素與解決方法的困境/問題
    • 這些假定只有某些有定義充分脈絡才成立。而真實生活遇到的困境/問題，是由其它特性所決定的：
      • 由個人對困境/問題的認知，作為選擇解決策略的基礎
      • 對困境/問題的認知沒有一個理所當然(eo ipso)解決方法，但是也許終究會轉換成適合個別人的形式
      • 「解決問題」也可以是「未解決，但重新定義它並找到一個更簡單的行動策略」。
      • 考慮到行動模式、準備各種選項、內化知識片段、價值與動機，「外部知識」不只是次級功能，而對人的行動更有影響力。
  • problem treatment (困境處置) 能比 need-behavior 提供更動態與有機的觀察。
    • 困境處置 包含：
      • 此刻情境(present situation)
      • 個人過往狀態/歷史(past states of the organism): (personal history)
      • 系統參數(system of preferences): (價值、選項、屬性等等)
      • 可能性(set of potentials): (認知、情感、美感、等)
    • 'information' is one of the elements in information behavior, and it's contributing to coping with that problem.
